Break Ground On Your First Affordable Development

Over 7 Million Families Need Affordable Homes

We’re on a mission to close that gap

The demand for affordable housing has never been higher…yet the number of units being developed hasn’t kept pace.

There is a growing community of investors who want to help solve the crisis. They see the need in their own cities, they have the experience to take on bigger projects, and they’re ready to create something that matters.

But when it comes to affordable housing development, the process feels impossible to navigate alone. So smart, capable investors and developers end up sitting with their hands tied when they could be making progress.

THE TRUTH IS

Breaking Into Affordable Housing Development Is Not Easy

The funding structures are complex. The municipal approvals take time. The incentives and tax credits are tied to complex legal requirements + loads of paperwork. And the few resources that exist assume a baseline of knowledge that no one’s teaching.

So, talented investors stay on the sidelines or continue with the status quo of doing the same market-rate deals — not because they don’t care, but because they don’t have a clear path forward into the world of affordable housing.

The result is millions of families are still waiting for affordable homes, and millions of dollars in potential impact go unrealized every year.

Affordable Development Mastery was created to change that — by turning experienced real estate professionals into confident affordable housing developers who can build projects that are both profitable and transformative.

So if you are a…

  • Successful real estate investor who’s mastered market-rate or multifamily deals but wants to build something that actually makes a difference.

  • Seasoned developer who’s tired of surface-level advice and ready for a proven, step-by-step roadmap to structure affordable projects with confidence.

  • Impact-driven entrepreneur who’s been searching for a way to align your portfolio with your purpose — without sacrificing profit or scalability.

  • Ambitious real estate professional who sees the massive need for affordable housing and knows you have the skills to help solve it… you just need to know where to start.

Trust me, I’ve been there + you’re in the right place…

As Seen In

Hey, I’m Evan

When I first started developing affordable housing, I was shocked by how little practical information existed to actually teach people how to do it.

There were articles, conferences, and case studies — but everything felt fragmented, overly technical, and out of reach for people who genuinely wanted to make a difference.

Before launching Holladay Ventures, I spent years working for what became the #1 affordable housing developer in the country — a milestone reached during my time on the team. As one of the top-producing developers, the projects I led played a meaningful role in the company’s growth and national success.

That experience gave me an inside look at how successful affordable housing projects are actually built — and how few people ever get the chance to learn it.

As I charted my own way with my own projects, I kept hearing the same thing from others:

“I want to do this too, but I don’t know where to start.”

That’s when it clicked — the industry didn’t just need more developers. In fact, all the developers in the world wouldn’t make a dent in the affordable housing crisis if they weren’t trained.

That’s why our mission is simple: solve the housing crisis by teaching and empowering others to build quality, affordable homes in communities everywhere.

For most people, there have only ever been two ways to learn affordable housing development: get a job with an established developer — which is nearly impossible without prior experience — or spend years banging your head against the wall trying to figure it out alone.

That’s why in 2020, Affordable Development Mastery was built to be the third (and better) option to fill that gap.

What started as a way to share what I have learned has grown into a movement of impact-driven investors and entrepreneurs across the country — people who are proving that profit and purpose can coexist.

Since then, we’ve watched graduates close on their first affordable housing deals, leave corporate jobs to pursue development full-time, and create real change in the communities they care about most.

Because the truth is, affordable housing is an opportunity to build lasting legacy.

And I believe anyone with the right mindset, systems, and support can do it.

There Are 3 Things Anyone Needs To Know To Get Into Affordable Housing

Most investors who want to get into affordable housing hit the same wall — they know why it matters, but they don't know where to start.

The good news is that affordable development isn’t reserved for massive institutions or the old guard of developers. It’s a learnable process — and once you understand the core steps, you can go from interest to execution with clarity and confidence.

Here are the key things every investor needs to know to get started.

  • Affordable housing starts with identifying opportunity. You’ll learn how to spot viable sites, assess community needs, and recognize the local incentives that make affordable housing possible. When you know what to look for — and where — you can move confidently from idea to actionable deal.

  • Once you’ve found the right opportunity, you need a solid plan and partners to back you up. That means knowing how to layer funding sources to build your capital stack and create a structure that balances both impact and return. No more guesswork — just clear, proven frameworks to make your project work financially.

  • Affordable housing isn’t a one-off project — it’s a repeatable model for impact. With the right systems and partnerships, you can scale your success, manage multiple projects, and create long-term, sustainable change.

This Is What We Cover In Affordable Development Mastery – and It Works

“Since joining ADM, I was able to purchase a 100-unit low-income housing tax credit deal, which is something that I would have never done before because I didn't understand how it operated enough. But, after the program I did.”

JASON STUBBLEFIELD

“Affordable Development Mastery gave me the background that I needed, the experience I needed to come in and really be a contributor right off the bat, and it really kickstarted my LIHTC career…I wouldn’t be in this position doing the work that I’m doing without Affordable Development Mastery.”

Plus – Unlock the Funding You Need to Get Your Deal Done with our 90% Success Rate, The ADM Funding Method™

One of the biggest reasons aspiring developers stall out is simple: they don’t know how to secure the public funding that makes their first deal possible.

Affordable Development Mastery removes that barrier entirely.

Inside ADM, you’ll learn exactly how to unlock the full stack of public dollars available to you — from tax credits and grants to PILOTS and other creative funding sources that often cover a significant portion of your project costs.

Instead of guessing, googling, or hoping your city “has money this year,” you’ll follow a proven approach we use with our own projects.

The ADM Funding Method™ is our internal grantwriting and funding acquisition framework — which has earned an estimated 90%+ success rate — shows you step-by-step how to:

  • Identify every federal, state, and local program your project qualifies for

  • Understand which incentives actually move the needle in affordable development

  • Structure your deal so funders say yes

  • Layer multiple funding sources together to fully capitalize your project

  • Prepare competitive applications using The ADM Funding Method™ templates, examples, and strategy workflows

ADM gave me a huge boost of confidence. I began taking action and learned a lot by implementing the things I learned in the materials. There are numerous scenarios I think of where ADM has impacted me, including getting land under contract, speaking knowledgeably with lenders and syndicators, and interacting with other LIHTC developers.”

Everything You Need to Know
Before You Join

We want you to feel confident that Affordable Development Mastery is the right next
step for you. Here are the most common questions we get to clear anything up.

  • Affordable Development Mastery is built for investors and entrepreneurs who already have experience in multifamily or real estate development. You don’t need to be an expert in affordable housing yet — we’ll teach you that — but you should understand the fundamentals of real estate investing and have the capacity to take on a new project.

  • Most participants spend the first few months learning how to evaluate opportunities, build relationships, and structure their first deal. By the end of the program, you’ll have a personalized roadmap, be in active conversations with partners and municipalities, and have at least one viable project in motion.

  • Plan for about 3–5 hours per week. That includes coaching calls, reviewing materials, and applying what you learn to your own development goals.

That said, the more time you commit, the faster you’ll move — and members who carve out consistent time each week typically see the greatest momentum toward securing their first affordable housing deal.

Affordable Development Mastery is designed to fit alongside your existing life, but it will ask for focus, commitment, and follow-through. The time you invest here becomes the foundation for successful, scalable impact.

  • The content is focused on U.S. affordable housing models (tax credits, funding sources, etc.).

  • Yes. You’ll have direct access to Evan Holladay inside Affordable Development Mastery — he leads the monthly coaching calls and provides mentorship throughout the program.

For those who want more personalized, hands-on support, there’s also an opportunity to upgrade your experience and partner directly with the Holladay Ventures team. This includes one-on-one project guidance, introductions to key partners, and active involvement from our team on your first development.

  • It’s possible — but it starts here.

Inside Affordable Development Mastery, we walk you through exactly how the Holladay Ventures team evaluates, structures, and selects deals. You’ll learn the same frameworks we use internally, which means by the end of the program, you’ll understand what makes a project the right fit for a potential partnership.

While participation in ADM doesn’t guarantee a joint venture opportunity, it’s often the starting point for future collaborations. The investors who fully engage in the program, apply the strategies, and bring strong projects to the table are the ones who tend to be the best aligned for deeper partnership opportunities with Holladay Ventures.

  • Your enrollment includes 12 months of access to the full curriculum, coaching, and community. After that, you’ll have the option to either re-enroll in the full program for continued mentorship and curriculum access or join our upcoming Alumni Program, which keeps you connected to the community and ongoing discussions as you scale your projects.

  • Click “Apply Now” to submit your application. Once reviewed, you’ll be invited to a short interview to ensure the program aligns with your goals. If accepted, you’ll join the next cohort of investors building impact-driven developments across the country.

The World Needs More Good People In
Affordable Housing Development

Affordable development is one of the best industries to get into for income, and just as importantly…for impact.

Behind every blueprint and budget line are families who need a safe place to live, communities waiting to thrive, and investors who want to leave something that lasts.

That’s why we don’t just need more developers.

We need more good people leading development — people who care about doing things the right way, who balance profit with purpose, and who believe legacy is built through impact.

If that’s you, we’ll give you the roadmap, mentorship, and community to make it happen.
